What is the Rochester RHIO?
Rochester RHIO (Regional Health Information Organization) is a community health information exchange (HIE) serving authorized medical providers and over 1.5 million patients in Monroe, Allegany, Cayuga, Chemung, Genesee, Livingston, Ontario, Orleans, Schuyler, Seneca, Steuben, Wayne, Wyoming and Yates counties in upstate New York.
What is health information exchange? The service allows a medical care team to share records across institutions and practices, making patient information available wherever and whenever needed to provide the best care. Patients benefit from fewer repeated tests, easier second opinions, a reduced risk of mistakes caused by poor handwriting or incomplete records, and more informed care during office visits and emergencies. The Rochester RHIO is a fully, accredited Qualified Entity of the Statewide Health Information Network of New York (SHIN-NY).

What patient information is available through Rochester RHIO?
Authorized users may have access to sensitive, patient health information including:
- Lab reports and results
- Radiology reports and images
- Hospital discharge summaries
- Clinical documents and reports
- Admission/Discharge notification
- Emergency Department reports
- Patient demographics
- PHI created before/after the date the consent form is signed
- List of medications taken by the patient
- Sensitive health conditions, including specially-protected CFR Part 2 data (SAMHSA)
- Sensitive health conditions, not protected by CFR Part 2 data (SAMHSA)
Note: Sensitive health conditions include, but are not limited to: alcohol or drug use, birth control and abortion, genetic (inherited) diseases or tests, HIV/AIDS, mental health conditions, and sexually transmitted diseases. How much does it cost to participate with the RHIO?
There is no charge to participants for using RHIO's advanced clinical query portal: Explore+, Your Patient Information Connection. Explore+, a Core service, provides access to all of the information types described above. Core services are financially covered by New York State funding with the exception of some fees.There are some setup/reconfiguration fees and charges for value-based services, which are not covered by the state. Who contributes data?
While Rochester RHIO continues to add different types of data, over 1,000 practices provide patient health information through the community's health information exchange (HIE). Regional hospital systems, radiology centers, clinical labs, and health plans have provided data since 2007. The number and type of data sources will further expand with an increasing number of clinical practices providing care summaries (C-CDAs) to the health information exchange. These care summaries commonly include medication history, problem lists, vitals, practice notes and advance directives. Community Initiatives, Grants & Other Business Services
Rochester RHIO also responds to data requests to support community initiatives, grant evaluation projects, public health metrics, health/medical research, and health care operations. Data requests are reviewed and approved by Rochester RHIO’s Secondary Use Committee.
